How much power is required to create 1 driller, or mine 1 unit of neptunium ?

This will help answer the question in the title of the post...

I'm not too sure what you mean, but each generator adds 50 to your electricity cap, which means you can have 50 more drillers. Each driller takes 1 unit of electricty. As for mining Np, no electricity is required
