Question over private games and players with L0 or L1

So, I have some friends who with to play in a private game with me. If I purchase L2 clearance and create a private game, can they play in it or do they also require L2 clearance?

They can join even if they are not L2.

Small addition - you'd have to create a standard casual game for them to join. L1 players can't join the ranked games.
