I don't see how you got that it would take 50 days to fully charge? At 150 shield capacity shields regen at 3.125 per hour, while the Tinkerer removes 3 per hour, leaving a net charge of 0.125 per hour, leading to a 500 days full charge. When rounding up so that 150 shields charge net 1 per hour (not true though, as seen by comparing any two different max shields outposts charge), a full charge would take 150 hours or 6.25 days.

Ok, so think about it this way.
The outpost makes 150 shield every 48 hours.
The tinkerer takes away 3*48=144 shield every 48 hours
That means the net gain for that outpost is 150-144=6 shield every 48 hours.
6 shield every 2 days is 150 shield in 50 days.
