Can hypnotise go fishing?

Enemy diplomat is going to release or self escape along with I think 10 specialist carrying no drillers with it of course and I happen to have a combination of Nav+Pirate+Hypnotise near by so can Hypnotise go fishing on a fishing boat?

Math is right, but i'd like to continue the fishing metaphor. They hypnotist CANT go fishing on a fishing boat with fishing pole, but from the dock he can reach into the water with a net.
