Hi ! please will the naval ship with reverend elder on board suffer from the General's -10 DMG? The enemy general is not on opossing ship but specs of his which gaining the -10dmg.

u know what I mean...

Nope. The elder doesn't stop global effects in combat.

What you actually mean is YES : yes, the elder's ship IS going to suffer from the General's effect, because indeed global effects are not stopped.
