Will there ever be a publicly available API to fetch game and user stats?
Is there any chance this will actually be implemented?

Short answer: No
Long answer: Ron and Noel have stopped updating the game (well, that's technically not true as Ron is planning a balance patch) the game is not profitable. Nothing new will ever be added.
