If someone donates a bunch of drillers and it pushes him over his electrical output limit, does he still keep the drillers or are they wasted?

If you go over (due to gifting, losing a generator, or the extreme case of having a ton of engineers) you simply stop producing more drillers. They don't disappear, your factories will just sit idle until you clear up more space

FYI this is a great tactic in some circumstances if you wish to "help" (screw) an "ally".

Eg. They are being attacked in their south.
You gift them in their north.
Their factories hit cap.
Now all their drills are in the wrong location, making it easier for the attack to the south.
