Do specialists stack?

If i have 2 engineers, do I get back 50%? If i have 2 security chiefs, do my outposts get 20 more shields?

You are absolutely correct.

Admirals can increase a sub infinitely
Generals can kill infinite drills, if you have enough
Engineers can go over 100% allowing you to gain drills
Etc etc etc

The only exception is the King. In a recent patch, they nerfed him so he no longer stacks.
