If I don't buy a specialist before my next hire point comes in do the available specialists still change?

Basically I don't want one of the available specialists so can I save my point and then hire and promote one from the next group?

No you can not. When you get a hire point, you must either hire one of the current group or promote one you already own. You get drappy groups sometimes, but that's just the (un)luck of the draw
