Two time displays?

Attached is a picture of me using the time machine to see how far orange and his general are away from my queen. However, there are two times displayed for the arrival time, which are pretty far apart. what do they each mean?

The shorter time is the time he will take to arrive with the general on board (1.5x speed), the other one is the normal time without the general onboard.
Whenever it shows both times it's because there is a speed specialist at the outpost.
