The rule book clearly states that the FIRST to reach 200 Neptunium wins. AND as well the "last player left standing" wins.

Is there a set game time length?

If no one gets too 200 Neptunium? And no one ever attempts (or succeeds) in capturing another players queen?

Will the game last... indefinitely? Or is there a programed in end state?

If there is an end? I assume ranking and medals are determined by the final amount of Neptunium each player has correct? What if there is any ties?

In the situations you've mentioned - yes. If more than 1 queen is active, and nobody reaches 200 Npt, the game doesn't end.

The General forum has a discussion about a game that lasted 3 weeks. So long as more than one Queen is active and no one has 200 Neptunium, the game goes on.
