Well, as they say: Order matters.

We need to take out the general before attacking the infiltrator as the general gives the infiltrator a +10 kill bonus. The generals sub has 3 drillers and he adds 10 to that so we need 14 drillers to win the fight.

Because of the generals bonus, we have to send the sub towards the infiltrator a bit later than the one towards the general. Without the generals bonus we need to send our remaining 8 drillers to beat the infiltrators 7, he has no bonus in sub to sub combat.

Our emptyish outpost can handle the last sub with 9 drillers because we have an intact shield with strength 10.

Is this bugged?

I am experiencing the same problem. From my understanding of the rules as stated in the rulebook, combat in this instance SHOULD work like this:

SCENARIO
SUB A, carrying 8 drillers and an infiltrator, encounters SUB B carrying 9 drillers.

SPECIALIST PHASE
SUB A has one specialist, an infiltrator, which has NO EFFECT since submarines have no shields, and the infiltrator does not destroy drillers. SUB B has no specialists. The specialist phase ends with no net effect.

SHIELD PHASE
This phase is skipped in sub to sub combat.

DRILLER PHASE
The side with more drillers at this point should win. SUB A has 8 drillers, SUB B has 9 drillers. This should result in a victory for SUB B.

EXPECTED RESULT
SUB A should be destroyed. The infiltrator should be captured and returned to the nearest outpost owned by SUB B's owner. SUB B should have 1 drill remaining, and it should continue on to its destination.
END SCENARIO

However, Advanced 1 is not working this way for me. Instead, considering the scenario described above, I'm getting the following result:

EXPERIENCED RESULT
SUB B is destroyed. There is no change to the number of drillers on SUB A, the infiltrator remains on SUB A, and the submarine continues on to its destination.

It seems like there is some problem with the way the infiltrator's ability is being calculated during sub-to-sub combat.

falcon nation's comment helped me.

Infiltrator will kill 10 of your drillers as long as you engage his boat during when admiral is alive.

Infiltrator will destroy shields if you engage his boat at a base of yours.

You will need to do something about both of these points.

You can use clock to give orders at a certain time.

The General kills 10 units in every battle where any specialist is present, anywhere on the map.

You are told his by a little "Global" reference in his description.

This needs to be clearer, as it's not intuitive that he can affect all battles everywhere.

Well, it's what global means. I think it is clear enough, as the tutorial(tactical puzzles) is meant to teach these things. If you learn it there this way, you won't ever forget again.

There is a other solution tp this puzzle
Send 18 drillers to the infultrator and 4 to the 9 sub
Your shield wil finish it
