Here are some of my tips: Look at the time until next specialist time, and those specialists available. Not everything in the present is needed for the solution.
Also, you can start producing again by losing drillers or raising your energy cap.

So I know how you're supposed to complete this, but I realized that you don't have to do it that way. Using the helmsman or the pirate, you can arrive at the base or intercept the sub respectively. I'm not sure if this is a design flaw, or intentional. I've found 3 different solutions for it.

No the pirate solution doesn't work because you need to wait 4 hours for that hire
