It's unbelievably annoying. Trust me.
Hopefully people doing this read this and check their messages.

I can think of three reasons why people don't reply
1) They are taking, planning or just worrying about a different game. Often ranked games take the most of my attention, and I know I have ignored one of your messages for a good 15 minutes after seeing it sheep because of a ranked game
2) They aren't even online. The way the online thing works when you open up and first get online, it shows the dot instantly. But when you leave, it takes 5-ish minutes to update. Showing ghost players
3) They are an asshole or just don't want to talk with you.

I think he maybe means in the forums? In which case, that's sometimes even less chance of someone to see/read it
