At the beginning of the game, you choose a promoted spec to 'specialise' in. (sort of like a 'class' in other games)
King + can use hypnotist, inspector, security chief, 1 tinkerer, 1 navigator, 1 helmsman, martyr
Tycoon + can use smuggler, foreman, tinkerer, MoE, hypnotist, 1 king, thief, 2 sentries, 3 of princesses and IOs together, martyr
General + can use lieutenant, pirate, navigator, diplomat, IO, 1 princess, assassins, sabotuers, martyrs, 2 of sentries and war heros together, thief, martyr
Admiral + can use navigator, pirate, lieutenant, 1 general, smuggler, helmsman, DA, martyr, 3 sentries, 3 of princesses and IOs together.
Engineer + can use foreman, helmsman, lieutenant, 1 general or tycoon, pirate, navigator, smuggler, assassins, martyr, thief
Security Chief + can use inspector, infiltrator (is OP), thief, DA, smuggler, tinkerer, navigator, revered elder, martyr
Minister of Energy + can use all non-promoted specs except assassins, saboteurs, can use 3 other promoted specs, all different.
War Hero + can use all non-promoted specs except DA, thief, infiltrator, sentry, can use 2 other promoted specs.
You can only use the specs included in teh scope of your class to help you. If you cannot hire an allowed spec, you must hire a specialist that doesn't affect you actively and assassinate or have them captured as soon as possible. (basically, they should be rendered useless to you by you. Examples of these would be: thief, assassin, saboteur, infiltrator, DA, pirate, navigator. Examples of unacceptable hires: foreman (when at a factory), princess, IO, tinkerer, and so on (you get the idea))
