Late to the party, but this reminds of a few ideas from the ESG series for a point system game. Here was my idea from ESG08:

This is a medium quest: have a factory produce 8 drillers at each production. That felt pretty easy. All you would need is a foreman or tycoon. Just saying. I don't know how easy/hard you want the designated "easy" quests but it's up to you.

Nojo, read it carefully. You need exactly 8 drillers. So you need either a foreman + 4 MOE, or you need a local Tycoon, plus MoE. So I think it is actually harder than it seems :)

And after some initial thought, trading stuff is allowed. Since I put up some quests about specific specialists, it should help the balance and I must agree with Aclonicy thay they bring some special flavor to the game.
BUT!
Please, just please do not go to your neighbour and say "can you send 50 drills to my martyr". If I see this, I won't accept it as quest completion. Trading is fine, but I consider this thing to be cheating.
