ESG09 Idea listing

I'm back from around the globe, and ready for input for ESG09.
As always, post your ideas, new or old (but give credit to OP), and quote the titles of ideas you like to move into the voting and participation stage.

Title: "Ever Vigilant"
Description: "Specialists may not stay at the same outpost for more than four hours max."
"Keeps a fluid game, and knowing an opponent has to move may give you an advantage when planning an attack."
"Puts a burden on L1 players, as that would chew up a lot of orders. Decreases use of Foreman, Sentry, Tinkerer, Security Chief, Princess, and Tycoon (to some degree)"

Title: "Rusted"
Description: "Specialists, except the Queen, must stay for a minimum of eight hours at each outpost they arrive at, even if it means getting captured or eliminated."
"Puts a greater stress on long-term strategy, as one must carefully deliberate where to move their specialists."
"Decreases use of Smuggler, Helmsman, and Saboteur (if needed urgently)"


Title: "Public Transport"
Description: "Specialists, when traveling on subs, must always be with two other specialists."
"Greater focus on specialist synergy and planning is needed here to ensure maximum effectiveness of all three specialists on board."
"Will make for a slow start as specialist count will be low"

Title: Burst hires
You must have 3 hires stacked before hiring, and you must hire once you reach 3. Basically 3 hire bursts every 44 hours.

Upvote for Public Transport.

Another idea:
"Distant Dormants"
Each player will be assigned 5 dormant outposts to take, either randomly or by a impartial judge. However, these dormant outposts will NOT be adjacent to your starting position. After all dormant outposts have been captured (likely 48-60 hours in to the game), game plays normally.

Title: "Carrier Tuna"
Description: "May only send one message to another player every 24 hours, max of two to a group chat per day, and up to three per day to Public Chat. Messages cannot carry over to the next 24 hour period"
"Increases the importance of writing exactly what you have to in the 150 character limit. Messages must be made clear and concise in order to collaborate correctly."
"Making multiple group chats for the sole purpose of circumventing the message limit is not allowed."

Title: "Mandatory Hires"
Description: "The following specialists must always be chosen for hire, even if you already have them, no matter the circumstance: Infiltrator, Assassin, Saboteur, Revered Elder, Intelligence Officer, Diplomat."

Downvote "Carrier Tuna" IF that is a thing. Talking is my favorite part of this game, id hate to limit it.
