Hello there.

This one's simple. Each player has a specialist and they must hire it whenever they get it. If they can't hire their specialist they must hire and gift to the player who needs the specialist they took.

So for example, say you're stacking Tinkerers, but you can't hire one so you must hire something else. If you hire an intel officer, you gift it to whoever is stacking those.

I don't understand, is this a competitive game, or another sandbox match? If it's competitive, I don't think it would work. People would say Admirals or Kings every time.

No, you wouldn't pick your specialist. Maybe not promoted ones. And it's competitive.

So I use random.org to pick the specialists, and people find out what they're stacking as soon as they join. I'll randomise with specs that are equal and use no promoted ones.
