If implemented properly it could discourage them, put the clan tags infront of their name and it makes it obvious tie everyone in the game that their probably going to work together. They could even outright forbid clan members from joining the same ranked game.

This implementation style zerashi suggested is probably ideal and as RedQueenn has mentioned, one gets friendly with players and as you trust them, you tend to work with them in the future. Having the guild, or as RedQueenn nailed it by calling them
fleets, would at least make what is known to some, obvious for everyone.
The Fleet vs. Fleet options would be great, there are already open games requesting a team structure or 3v3 or 4v4. Monetizing what is already going on without encouraging a pay-to-win (which I don't mind but I find most hate).
Taking a state whole is superior.
Destroying it is inferior to this.
