I came up with this when I was reading about Silverberg's poor admiral incident in the questions section, and I realized there is no direct way of stopping speed specialist. This would be a one hire specialist that seems pretty balanced.
An example of his global effect would be:
If your opponent has an admiral and is attacking with a sub with 1.5x speed, whichever base he attacks shield would be multiplied by 1.5
So 20 shield ---> 30 shield & 15 shield ---> 23 shield (if you round up)
If your opponent has a helmsman for 2x speed then all that bases shield is multiplied by 2.
20 shield ---> 40 shield & 15 shield ---> 30 shield
This specialist would be a little situational, but I think provides a decent counter against speed specs. Additionally, a bouncer is only as strong as the opponent is. So someone stacking admirals would also be making your bouncer more powerful. Plus, I imagine someone running really fast just slamming into a brick wall. The faster you ram yourself into the brick wall, the more it will hurt.
