Your NP production is not lowered when you fund a player.

I think rosslessness is referring to when your funding gets cancelled because you are no longer 20 neptunium behind the person who was funding you.

Generally it's pretty obvious but I can certainly see that it would be unclear if funding had been cancelled right when you were 20 neptunium behind.
