I don't think that's always the case. In the game where I resigned I spent a solid hour trying a variety of options in the hopes of finding a way to stop my opponent or otherwise take the win. Maybe I can slingshot a Nav-Assassin sub near his Queen as I take an outpost that gives me vision. Nope. How about I capture one of his mines to reduce his Neptunium count. Can't. What if that Smuggler that's way out of position can make it back it time? Not quite.
My opponent didn't see this battle of wits, didn't see this struggle, but it still happened. I also didn't see his defensive posturing. I didn't see what he was defending against that I couldn't even do. I didn't see his paranoia of an attack I didn't even know I threatened.
In the end there was a lot of struggle, and unless you talk to your opponent and let them know about it, then I think you're missing out on a lot. In most of my games I'll send personalized messages once it's over with some timestamps for them to checkout in the replay. It usually leads to great discussions and I find it a really rewarding part of the game. I'm glad chat isn't cut off once the game ends and I'm glad the game sticks around for a day in my current games.
