Quick question that I'm surprised I'm just encountering for the first time. Are you forced to hire a specialist from the starting queue of available specialists if you ever want new specialists in your queue? i.e. If I don't use an available hire on the first specialists that are available to me, will those 3 specialists ever change so that I can hire from the next grouping of available specialists?

Nope, you're stuck with 'em. You can delay it as long as you like, but you won't be getting different specialists.

You are stuck with those, but if you don't see a reason to hire one at the start, then wait until you can see the next batch of three.

That way you can take advantage of possible synergy with the current pick with your second pick.

Also worth noting is that promoting a specialist does refresh the queue. It doesn't help for your first hire, but after that it can.
