For the first day you can only take dormant outposts. And each player gets exactly 5, which must be negotiated between the players. Each player must have exactly the same number of generators and factories. After 24 hours, you may start attacking the other player.
If you do this, it ensures both players start out more equal, although they will both have 2 specialists/1 promoted specialist.
Then you can make the starting situation more fair. Although the situation later on in the game will largely be determined by specialist luck.
