The commodore is promoted from the helmsman. Here are the stats:
Global: All subs with specialists present have 1.5x speed
Local: This sub has 2x speed.
It is the inverse of a admiral

So if you have one commodore helmsman have 2.5x speed, admiral has 2.5x local and smuggler has 3.5x local? Seems even more overpowered with stacking then my original idea.

Only if you have a promoted helmsman or helmsman on the sub (as in, a helmsman and admiral would be 2.5, a smuggler and a helmsman would be 3.5, but just a smuggler would be 3).
