As for the pirate, it should be able to catch any sub, even navigators (unless the sub makes it to a port). I think the pirate moving faster and faster every hour is the solution.
Hmm- Like I said previously, in my opinion Kings should be allowed to stack- like all promoteale specialists. I think its an awesome aspect of the game to be able to stack global abilities. No shields and a 50 less drillers per king should push the odds into a non king holders favor a bit more.
As for the Pirate- He should be able to be countered by fast specialists- the helmsman and smuggler and Local effect Admiral. If we make him too fast then Queen Killers (Navigator, Martyr/Assassin, Pirate) Will become impossible to avoid.
