Person A is sending a gift to person B. Can person C see that it is a gift, or does person C's intel think it's an attack?

I have seen gifts to other players, so I believe this is public information.

correct, it's public information. the best you can do to conceal it is either (a) gift subs outside of other players' radar range, or (b) schedule the gifting to happen right before the sub arrives as a way of delaying revealing the gift as much as possible.

Sorry for jumping on an old thread, but I'm not sure I saw an option to schedule a sub to turn into a gift ahead of time. Is that an option? Or do you just have to log in a few minutes before the sub lands and change it to a gift?

When you have the sub selected, scroll ahead in time machine to the time you want to gift the sub and tap the gift button on the sub info window. That's it. ;)

Sorry to revive this thread but I have a question. My pirate is about to get a sub with specialist that were gifted to someone. Can the original sender undo that gift status and make it just a sub again?

No, once a sub is gifted it can not become a regular sub again.
