I love it, but would be strong enough without the combat effects. Comboed with other specialists, would get really strong. So just:

Your right the first effect is powerful enough. Maybe it can be a promoted specialist? Also the combat effect is strictly for sub-to-sub combat. Maybe it only gets the bonus 10 drillers only when it is hidden?
