It's a two part local power specialist.

Now that I have reread your initial post, I feel like this would make the diplomat a bit harder to play without a princess or intel officer, and also bring up the question of what would happen when a transported captured specialist comes into the previous owner's diplomat's range? Will the captured specialist break off? Will it wait to arrive and then immediately head back (I feel like this is the most realistic option)? Will it ignore the diplomat during transit and recalculate once arrived? Then the whole Hypnotist v Diplomat might get affected too!
Otherwise, a cool specialist which I would have wanted in some scenarios in the past!

i have no idea how to pronounce the name. Does it sound like JAILER? would explain the ability of moving prisoners

Apparently it's archaic English for Jailer. (

In this case, renaming it Jailer would be easier
