Question regarding inspector

Does hiring an inspector count as him "arriving" for the purpose of refilling shields? My enemy is sending a queen to an outpost I just stole from him, and his next specialist list includes an inspector, I can take the base while it has 1 shield, but not if it suddenly gets 30.

It will charge shields immeadiately upon hire or hypnotizing.
Remember theres a seperate board sprecifically for gameplay questions

I can also confirm on both hiring and hypnotizing an Inspector. Shields fully charged.
