Specialist idea: POW officer

I have had this idea. Punching around for awhile but I think I have a good idea that I now feel is forumworthy.
POW Officer or prison guard
Can move captured specialists
While a POW officer is at thier outpost captured specialists produce an Extra 15 power if at a reactor, an extra 2 neptunium if at a mine per cycle, or an additional 3 drillers per production cycle of at a factory.
