Specialist Idea "Steward"

When the Queen is on a sub, the Steward can hire or promote. When both the Queen and the Steward are at an outpost, both will have the same hires available, and where you choose the specialist is where he/she will appear at the outpost where they were hired (obviously once a hire is chosen, the hire is no longer available to the other). Time between hires is reduced by two hours.
EDIT: Removed speed buff, added time decrease.

Description: Able to initiate hires and promotions in lieu of the Queen. Decreases time until next hire by two hours.

Flavor text: To serve one's Queen is to serve one's country.

I actually think this would be a very nice thing to have, but I can't see myself ever hiring one. I feel like its effect would need to be a little more powerful. Perhaps, on top of what you suggested, it could decrease the time between hires by 1 or 2 hours or maybe give you a choice of 4 specialists instead of 3. I think I'd remove the speed boost if you used one of these effects though.

Decreasing hire time would be a good idea. Decreases time between hires by 2 hours, so the initial 18 hours are decreased to 16.
Also, you got a cool profile gif v3xt, how did you make it?

Yeah I feel like it would be a real popular specialist if you could decrease the interval between hire times. You'd have to see what number works well without being over powered though and figure out how it would stack.
And about my avatar, I just found the specialist icons on google images and used gifmaker. http://gifmaker.me
I resized the images to 90x90 before uploading them to gif maker, but I'm not sure that was actually necessary.
I don't know how it looks for you, but for me it only loops through the images once, even though I set it to do it indefinitely.
