I agree. Sometimes making the decision between hiring a niche specialist (like an Infiltrator or a Double Agent) and hiring a general purpose specialist (like the Tycoon line or Engineer line) is important. Adding promotions to everything takes away from the weight descision making.
The unpromotables seem to be immediately good at what little thing they do in unique situations- Thief is great against big numbers but not much else or a Reverend Elder may only serve you well if they have a ton of specialists.
While generally promotables are more loose at what they can be used for and sometimes flat out weak until they are promoted.
I like this balance in the game.
