Game idea: cold war 2.0

Together with some of you, I have played the cold war game for about two weeks now. We all like it, but we don't love it yet. Hereby I would like to introduce: COLD WAR 2.0
GAME IDEA
During the cold war both the USSR and the USA/Western europe were flooded by spies and tension rose because of the growing and improving technical warfare.
Subterfuge is flooded by other kinds of spies 'called' specialists. In cold war 2.0, nobody is allowed to attack anyone until the 10th hire has passed (equals 166 hours in game time). Players are only allowed to take the dormant outposts closest to them (compared to other players) and they are allowed to hire their specialists.
In order to give the game a special touch the following rule applies: every player is assigned the outpost furthest away of them, to spy on other people. This outpost may NEVER be taken by an enemy, but may also NEVER be used to put the owner's queen on.
