This isn't a bug, but it's really weird...

So I'm in a 4 player domination game, one autoresign and one down to one outpost. I worked with an L1 in his first game, says he wants a gold medal. I decide why not, I play for fun not for medals. So I'm about to win, have my subs about to reach my 20th and game winning outpost, but I resign. I figure that it'll be just him left, he wins. I forgot that we hadn't fully eliminated the other guy. So I'm out, game continues, and the resigned end of me gets its 20th outpost. Now it's saying my L1 friend won, even though he only has 15 outposts. It sounds pretty confusing, I'll get pics up tomorrow.

TL;DR - domination, I resign but capture a winning base. I win by resigning?

UPDATE: checked the game. Says he won. So, it ends up with:
-you need 20 outposts to win
-a resigned player got those 20, so
-person with most (in this case, 15) wins
-gold medal is given to my ally

Huh, interesting, Makes sense though. A resigny wil always take last place even if they have more neptunium than the scrappy guy who's turtling to a generator.

Sounds like an unusual scenario that the devs didnt expect when coding the win condition. I'd consider it a bug. A resigned player shouldnt be able to trigger the win condition.
