In the top right of your pic, you can see that square. Click it, I think it will get you to where you need to go (I would say where that is, but I honesty don't know )

But that sort of thing is few and far between, in my experience with Subterfuge.

(Also, I sincerely hope you take it to this guy, wipe out him and his "allies" and then before you win the game message him saying something like, "I think your neck is bleeding.")

It is a report email. You'll need to take a screenshot (check) and email it to Ron and Noel who's email will be provided by the report button.
Maybe provide a very brief explanation.
