Local effect: when sent as gift to another player, upon arrival at the outpost the player who sent the specialist overthrows the current monarchy of the other player temporarily and gets vision of all the players outposts for ten hours.
Furthermore, for every 100 drillers which are sent on the same sub as Il Presidente, the player can carry out 1 action with the other players outposts/drillers/specialists. The player is prohibited to do anything with 'il presidente' or the gifted drillers.
E.G. The player can hire a specialist for the other player, change an attacking sub into a gift or drill a mine for the other player.. Or do all of these actions if he gifts more drillers. You can attack your enemies allies with his own drillers, or hire some crappy infiltrators for him to play with instead of that lovely smuggler..

Why is this not OP? Well, Il presidente is gifted, so can be used by the other player immediately afterwards (and is useable because of the drillers gifted with it).

Sounds like a super-powerful and OP trump card.
Using 100 drillers is a big commitment, but if sent ahead of your army, can have greater effect than just 100 drillers' worth of damage, eg turning a nearby fac to a mine so the enemy can't defend that area (or benefit from the 100 drillers you sent), or promoting an enemy hypno to King to forcibly disable his shields.
Enemy sending a death-sub at you? Gift the President to them and turn the death sub to a lovely present for yourself, plus whatever specs the attacker had. More OP than a DA.
Revealing all of targets' outposts for 10h? Just send il presidente to the player with most outposts and you can basically see the whole map. More OP than Intel Officer and Princess IMO.
So, in short, Il Presidente is an OP DA, Intel Officer, and trolling card combined, with the only balancing factor a cost of 100 drillers and that the enemy can reuse it (and even that will take a while).
