The Minister of Energy and you The Minister of Energies is a promoted specialist deriving from the Tinkerer, and like the Tinkerer He focuses on increasing your driller capacity or your Energy Output. The MOE trades the Tinkerers shield dependent energy production with a flat
6 generators value worth of capacity. This comes at a cost of
1 driller lost during each production cycle. This is one of the two globally detrimental specialist effects in subterfuge, the other being the King- however unlike the King the Minister’s
detrimental production drop can be effectively stacked.

-First let's go over the synergies of the Minister of Energy.- Production Specialists- Foreman and Tycoon-Because of the loss of production, any specialist that increases the overall production of your territory is a welcome one.
The Foreman for instance acts as an additional mobile factory and is
not affected by the negative effects. The Tycoon is a classic specialist to pair with the Minister of Energy-
balancing each other out with the Minister of Energy providing the the Capacity for the Tycoon to constantly produce.
Other than that, the Minister of Energy has
very little combination with other specialists other than the obvious General benefit and the little known Princess Pirate MOE Mega Combo.

-Placement and When to Hire-The Minister of Energy is a double edged sword and similar to the king, requires a commitment to a certain playstyle. The cut in production can drastically affect your ability to retaliate or or defend from factories.
When it comes to hiring the Minister of Energy keep a few thing in mind-
-What is your
Generator to Factory Ratio in your territory and the the map in general. If you’re playing in a factory dense map, a minister could be an excellent idea.
-Do you have
access to production specialists or funding from a friendly neighbor? The minister of energy allows for those production specialists to shine to their fullest potential.
-How are your borders? The minister of energy is recommended if your are at near
total peace or a standstill with your opponents- this allows for your capacity to slowly fill up. You can harbor more drillers but your recovery is stunted- so try to give yourself some time to build up if you hire him.
-Also try to
calculate your production and how the Minister will reduce it. Without the aid of a tycoon the loss of drillers per day is 3 times the number of factories you currently own- subtract that from your current production rate. Keep in mind your enemies production rate as well.
-If these do not apply to you and you are still low on energy- say you are skirmishing with an opponent and a hit in production would take you down, and your little tinkerer is just not enough, consider simply waiting for another tinkerer.
2 tinkers posted on an outpost with 40 (20 shield outpost with a queen on it) shield produce 240 driller capacity with
no side effects.
Gifting-Though it is fairly rare to do, gifting the Minister of Energy to bring a
detriment to your opponents production can be devastating if they are starved for production and you have no need for the insane amount of energy and 2 hires- But do consider that these will drop your shield and are chained to their outpost to be effective.

Counters and Weaknesses-When an opponent hires a Minister of Energy, take the above stated weaknesses into account- Due to the massive amount artificial energy gained, striking for an opponents generators is futile if your aiming to cripple enemy driller count. Focus on taking factories and capturing enemy production specialists- The Foreman and Tycoon are vulnerable while traveling to pirates or faster subs.

So in summary the Minister of Energy increases energy cap, lowers production, synergizes well with production specialists and is recommended for hire when things are slow and you have time to build drillers or when you have a high ratio or factories to generators.
