King vs. King: attack sequence?

What is the sequence of resolving a battle when it involves to players each with a King specialist? Whichever player has the King effect implemented first has an advantage but I don't see anything in the rules addressing this.

We recently changed it so that both kings apply their ability based on the number of drillers present right before the driller phase, so that order doesn't matter.

I don't think that is what I am seeing Ron. Here is a situation in my existing game (Screen shot of combat predictor attached).
Starting strength
Enemy: 93
Me: 68
Enemy War Hero kills 20:
Enemy: 93
Me: 48
Kings effect applied:
Enemy: 77 (my king destroyed 16 - makes sense. 1/3 of 48)
Me: 23 (enemy king destroyer 25 - doesn't make sense. Why didn't the enemy king destroy 31 - 1/3 of 93)
It looks to me like my king "went first", reduced the enemy's force to 77, and then his King's effect was calculated based on this reduced 77 quantity—not the pre-driller phase quantity of 93.

looks like your game is using rules version 25, so it's the old rules. starting with rules version 26 the king works in the way i described.
when we make rule changes like this, only games that start after the rule change see that change. that lets us make rule changes without breaking games that are in progress.
