The guide states:

Tycoon
Speeds up your driller production rate by 50%. Produces 3 additional drillers with each production cycle while at a factory.

Is this a bonus at the factory the tycoon is at? Or is it an 50% build rate increase at all owned factories? It doesn't state 'all your xxxxx' like some of the other descriptions, but I'm wondering why the bonuses are split if it's not a global bonus, instead of something like 'While at a factory, speeds up driller production rate by %50 and provides 3 additional drillers/cycle.'

I believe it speeds up production at all factories, but only produces 3 additional drillers at the factory they tycoon is located. Also, it stacks.

Pretty sure topkilla is right, at least by my observations on a game I'm in that seems to be the case.
