Tycoon and Minister of Energy combo bug

I would think that Tycoon and Minister of Energy would lead to factories making 8 drillers per tick (6+ 3 ftom tycoon global - 1 from Minister global), but instead you only get 5 (as if tycoon doesn't exist). Is this a bug or am I just not understanding the mechanics?

Tycoon's +3 drillers effect is not global, only the faster production rate is global, so it should be +8 only at the factory where the tycoon is at

Oh just noticed I build every 5.3 hrs instead of 8. Just didn't expect my neighbor to also have a tycoon I guess. Sorry then, thanks.
