Possible glitch showing wrong number of drillers

Hello,
You can see 214 drillers on Shasta on this screenshot.

The player in question pretends there are only 24 drillers at this moment. Is it a glitch or is he just lying to me?

Yeah I be had this glitch happen to me too a couple of times but only when the outpost had a bunch of drillers
