I think I know how to solve the puzzle. I would like to perform sub to sub combat with my drillers from calhamer against the drillers on route to kyburz. Where the two routes would intersect is very close to vaccarino. My drillers get automatically put to go to vaccarino instead of having sub to sub combat. I have yet to play a true game but if any enemy sub travels a long distance and happens to be close to a friendly outpost, would we not be able to have sub to sub combat?

But to answer it, only a pirate specialist can directly target a sub. Otherwise, sub-to-sub interaction will only take place if the two paths cross while travelling directly between the same two outposts.
