I saw Red sending all 18 drillers at his factory back to where the queen was, and the queen is about to receive 36. I can't explain it.

Most likely sent 2 subs, each with 18 drillers. Zoom in as close as you can, see if you can see 2 subs. If you send 2 subs 10 mins apart, they may look like one sub.
