Issuing more orders

All of my playmates has an option to watch ads or buy l2 clearance when issuing 4 or more orders. I only have the option of buying l2. Is that a bug or is it just me? It's very maddening when they can issue many orders while I am listed to 4.Before Me there were many, after Me there will be none.To acquire knowledge is good, knowing how to use it is better.- protege

I have the same problem in my phone, I use an Android, sony xperia z3 compact.Imagine how stupid the average person is. Then realize that half of the people are even stupider than that.
