I recently got an Android S7 edge and this has happened to me twice now. This has happened twice now, thought I hit cancel by accident but this is the second time in as many games. The outpost was empty and the sub had 9 minutes to arrive (not including the combat counter). This was the situation in the latest instance of this happening to me. I will try it again to see if it happens again.

It's because you only had nine minutes. Everything takes 10 minutes to do including dropping shields so you didn't quite have enough time.
