I have got a King, I had 8 drillers at my outpost, and got attacked by 40, the result was 32 drillers took over the outpost.
Where is the effect of the king? Shouldn't he kill 2 or 3 of the enemy drillers.
Rules say: Destroys 1 enemy driller for every 3 of your drillers that remain after specialist phase in every combat you are involved.
If I get attacked, I'm in a combat and I am involved in it.

Did the attacker have any specialists that could have killed your drillers? A hidden general? Check the attack report.

Well a general wouldn't do it because he applies when the king does but a lieutenant, war hero, thief and the like would.

No, he had no speciallists in combat. I can upload screenshots later. Same happened in a sub to sub combat, I had 6 drillers, but he didn't loose 2 drillers.
But if I do my counter attack on the same outpost, my king will reduce his drillers. The screenshots will show it.
