The information in the time machine about player Snakattack in the above game is showing the creation of additional drills even though the player is out of power.

that is intentional. we show you the worst case scenario (i.e. they don't hit their electrical output limit) because you never know what's happening outside your visibility range. they may lose drillers, they may hire a tinkerer, they may receive support. lots of things can happen that would cause a player to resume production, and if you plan an attack assuming that they will not generate more drillers, you would get really pissed off if the time machine misled you
