It appears that if someone has a minister of energy and has more drillers than the base electrical output, factories will indicate that driller production is capped, even though it is not thanks to minister of energy. Turning the time wheel shows the factories blinking red, but production continues.

Edit: Tutning the time wheel does not show drillers being produced, but they are. Making it difficult to know growth rate and how many drillers are needed to take a factory.
